Emyr is a Research Fellow working at Y Lab, supporting and promoting experimentation and innovation in Welsh public services.

Emyr has a number of research interests including; public service innovation, poverty, inclusive growth, local economic development, the foundation economy, participation, engagement and innovative governance. Emyr has a particular interest in how public money can be spent more effectively to improve local economies through anchor institutions, proactive procurement and engaging with multiple partners.

Emyr also has a passion for involving people in decision making and is exploring projects which maximise public participation in policy making and governance. This includes democratic innovations such as deliberative democracy, participatory budgeting and digital democracy. Emyr has previously worked as a Community Development officer in Merthyr, a Project Manager for a youth charity, a Research Manager at Cardiff Council Scrutiny Services and as a Research Associate at the Welsh Centre for Public Policy.
