Elen studied for her LLB in Law at Bristol University, and for her PhD at Cardiff University. She went on to work at Manchester University where she held a Leverhulme Trust Early Career Fellowship, in conjunction with a Simon Research Fellowship and a Fellowship in Regulation. Elen is now the City Solicitors’ Educational Trust Lecturer in Property Law at Cardiff Law School. Her research explores the ways in which law and policy mediate and manage risks and uncertainties, particularly those associated with new technologies such as nanotechnology and synthetic biology. She is especially interested in factors that shape the policymaking process in situations of high uncertainty and high decision stakes.

Elen has been promoted to Professor in Law in the School of Law and Politics at Cardiff University.
